Spark plug wrench? I had one like this that came in a kit with a boat motor. It also has a rod that went through the hole to turn it.

It's part of a 8 in 1 screwdriver. Wings in the middle kept it from spinning in the handle. One end is 5/16 other is 3/8. Would've had a double ended bit in both ends. One standard and the other phillips. Both of different size.
