Does any one know if a 45/70 encore barrel can be converted into a muzzle loading barrel.

Jeff (Bestill Creations) no longer does it and neither does Luke at Arrowhead.

Center Punch USA is around $200 for a conversion with a 209 primer.

The others sell Brux/MGM barrels for T/Cs and Hankins does Scout/Hunter conversions. I think he only sells those as ready to go though. He has a 2yr wait atm for custom work.

a nice muzzleloading rifle should cost as much
you gotta really want to use the Encore

That is a MGM 5R barrel and a custom plug which is super similar to the ASG plugs. That is because ASG designed it for MGM. No vent liners to replace but if you manage to wear out the tungsten carbide bushing its going to take a pretty long time to do it. You should price upper end blanks sometime. Just a good contoured blank is pushing $300+ easily.

My Pacnor barrel was over $400 new with a fraction of the labor that is needed for a Encore build and that was without a breach plug.
