In my humble experience, do not use the POST OFFICE. Go to a mom and pop shipping service . Fedex/ect. I have a lot of experience shipping antique auto parts to Canada and overseas. Do not pay any tax at this end. Don't ask me how I know, it still pixxes me off. It is an used optic, not a gun part.
 
Rest assured it will be looked at at the other end. They are out for every penny. There is a form to be filled out to check if its OK to ship, You can get a determination before its packaged. Once again do not ship anything through the Post Office to a foreign country, except APO and FPO post office.
