Another thought: with a new Allen wrench, try tightening the bolt slightly. If you feel it move, you've broken the bonds that hold it. Then you can remove it more easily.
The new Allen wrench will be in better shape than the old one and may grip better.
If you've already thought of/tried all this, then just ignore...I'm slow sometimes.
