This seems to be a unique way to cone a the barrel muzzle. Actually looks pretty simple to build.
Also found an excellent way to crown a muzzle, which I like better than coning.

Brownells sells a brass muzzle lapping tool you can use in a cordless drill with valve lapping compound.

There's an extra long brass jag that you could turn the jag down to act as a pilot for smaller bores. I bought one off of Amazon. Think it was made by CVA.

Another way to cone a muzzle was shown to me many years ago while I was visiting his shop with Bill Knight....talk was about hat we would need to accomplish the job...... it was pointed out that once the barrel is bored the easiest way to use a ball burr, rotating the ball at a slow speed using either and arbor or a drill with light but constant pressure, if this is done the ball will center itself in the center of the barrel.... it is amazingly accurate and repeatable.... And I have tried many ways to check it and the best I can say it works.....Just some food for thought....
