In the example you linked; it may have been the easiest way to "re-barrel" the H&R with a barrel of choice. By "stubbing" the new barrel, they didn't have to mess with installing an H&R underlug on the the new barrel, or matching the profile of the new barrel to the chamber area barrel profile of the H&R.
 
Stubbing was done by a gentleman named David White, he was doing not only H&R bbl's but TC stuff too.

Was a different way at getting calibers, and better accuracy out of them, he had just inked a deal for a 22 rifle on the H&R with his last partner before some thing happened, now they have split also
