Are Paramount rifles legal hunting implements in WA?

One of the guys on the ship has been bugging me to sell him a Paramount rifle to use in WA. Now that I have agreed, he's been told they can't be used for big game hunting in his home state of Washington.
So can any of you Washingtonians let me know if the Paramount is allowed out there?

It’s absolutely allowed

As long as it uses open sights and not any magnified optic (scope) or electronic (red dot) for example. Needs to be at least .45 cal for elk and at least .40 cal for deer.
