Why is the same numbered powder by the same parent company ( Hodgdon ie 4350, 4831) different in the burn rate, weight and pressures?

Before Hodgdon bought IMR powders..they were two different companies...completely. Archrivals. IMR-4198/4895/4350/4831 and H-4198/4895/4350/4831 actually in competition for the same market and even had powders with the same/similar numerical designation. The key is that the Hodgdon series features a slightly to significantly slower burn rate, and are not the same powders at all as the IMR. Now even after the combination of the two powder series...the burn rates are the same as they always have been...no changes except in ownership.
