Rust spot in barrel

I have tried without any luck to clear one spot of rust in custom built half stock scotch brite pad/ steel wool am thinking of soaking spot in some kind of penetrating oil any suggestions

Plug the barrel and pour in enough Evaporust into it to let the area soak. Use a funnel as it will remove blueing. Let sit for 24 hrs then swab with dry patches then some 0000 steel wool around a bronze brush to buff the area smooth.
Dry patch then oiled patches until they come out clean.
