We have that all around here, a section of beach for residents only, then all around it is pay for daily access beaches (Like 7-5 o clock)
Then, there are a few free beaches, but they never have parking or a lifeguard. Lifeguards on the local beach get a lot less used, tourists who dont know riptides and currents get pulled out regularly. It is this way pretty much anywhere along the coast where people would swim.
The lifeguards in the resident section are payed as seasonal workers through the town, the "public beaches" are mostly privately owned, maintained and run, (the mafiosos who own every boardwalk, bar and stand along their respective sections of coast) and daily acess fees pay those lifeguards and maintainance. sections with no lifeguards usually have much less access, and are state maintained with much less frequency.
Many towns also have a town resident only boat ramp. you get a season pass for these things at town hall every year. then there are marinas and such with pay per use public ramps, then occasional access areas that are used for small trailers, again with little to no parking and no maintainance (not really a ramp, usually a small beach where launch is possible, but usually only with off road vehicle as the last guy stuck tore it all up....or is still stuck in the way far too often)
