Let’s go through the question again and talk through the result.
1 rabbit saw 6 elephants while going to the river. <– Therefore, one animal (the rabbit) is going towards the river.

Every elephant saw 2 monkeys going towards the river. <– This is the tricky part, from the sentence it implies each of the 6 elephants saw 2 monkeys going towards the river, hence logically will be 6 x 2 = 12 animals (monkeys) going towards the river.

However, the statement does not explicitly say that “Every elephant saw 2 DIFFERENT monkeys…”, therefore implicit rules apply and infer that the 2 monkeys are the same.

So, the correct answer is that every elephant saw 2 monkeys, and by inference, the 2 monkeys are the same, hence there exists only 2 monkeys which are going towards the river.
Finally, every monkey holds 1 parrot in their hands. <– Therefore, 2 parrots are going towards the river.

Yet monkeys have 2 hands and birds are animals.
There are no implicit rules because you are dealing with a fluid evolving language. You can not assume anything because you are dealing with math. This is a problem that has more than one correct answer. It is also a psych test almost as much as a math or story problem. All the answers CAN be correct. Depends on WHO as well as the question itself.
 
It is a very tricky story problem but there is a single answer. Oh..... believe me, I pondered long and hard on the QUESTION.
There is way more information there than is required, which we, for some reason feel is pertinent to solving the question.
 
Only the monkeys are going TOWARDS the river. The rabbit is going TO the river. The elephants MIGHT be going towards the river. There is a lot if info but there is a lot that is open to interpretation and speculation.
 
You're reading "to" much into it...…...

Animals going to or towards the river are doing exactly the same thing. The river is the goal.
 
Not from my perspective. There may be a dif goal for the monkeys. I believe there are only 3 animals going towards the river. 2 monkeys that are both holding the same 1 parrot.

Perception is the problem they want you to ignore.

The rabbit (1) and 2 monkeys are going to, or towards, the river. The rabbit and monkeys have the same goal, the river.
 
The answer is hinged on the last bunch of bananas and the X in front of it.

This must be why our IRS uses the tax tables that THEY use, not the ones they send us to use.
