That's true pure muzzleloader that can't be changed to rifle or pistol can be bought and shipped without anything. But for comparison you take CVA Paramount no FFL required now Remington ultimate muzzleloader you have to get FFL because it's on a Remington short action and can be converted just like Omega TC pure muzzleloader Encore can be changed im ordering 45-70 barrel for Encore to be changed to smokeless muzzleloader and there is a warning that you can't use pistol parts on rifle frame and vise versa which makes no sense to me. But it's in large red print on web page. Like you said how you going to know unless someone runs the numbers on frame to see what it used to be evidently something has happened or it wouldn't be on dealers web site
 
As mentioned previously, TC dealt with the issue well before the Encore was a thing. But it's all based on the frame, not the barrels.
As mentioned, muzzleloaders that cannot be easily reconfigured don't require ffl involvement in mosy locations. But this thread is about an Encore, that with the removal of a few screws, and the pushing out of a hinge pin, can be converted into almost any caliber you'd like, as a handgun or a rifle. That is a critter of a whole different stripe.
As far as the Remington 700 Ultimate vs the old Remington 700 ML, the Ultimate is actually a short action 700, with a bolt having lugs on it same as a Remmy 700 SPS, Tactical, VSSF, et cetera. The old Remmy bolt doesn't have lugs, or at least not at the bolt face, to engage races in the breech area.
The devil is in the details, as they say.
 
I believe that muzzleloaders aren't considered firearms under the law. That's why they can be shipped without FFL license. And since barrels don't have serial numbers, how would anyone know or prove what it was before?

Many modern in-line muzzleloaders including those that use #209 shotgun primers for ignition now meet the definition of “antique firearm” and are excluded from the provisions of the GCA. However, there are some muzzleloaders that are still firearms subject to GCA controls. For example, firearms which can be switched from muzzleloaders to breechloaders by exchanging the barrel are still GCA firearms. In addition, a modern firearm that is altered to function as a muzzleloader is still a firearm.
