Randy! Question about smokeless

Hey Randy I live here in New Jersey what is the best way to try and get smokeless powder legal to use in my savage in this state of many idiotic rules and laws. I have tried to contact Fish and game and they told me to write a letter and they will review it during a fish and game council meeting. Do you have any other suggestions?
