i cant get my bolt handle to fully drop into place so when i shoot it itdoesnt ignite it just pops like a squib.how can i get my bolt to lock.?

Is there something in the primer pocket of the breech plug? Or is it not fully seated? Does it lock down without a primer on the face of the bolt? Or does it lock down without the breech plug in place? Should be relatively easy to troubleshoot.
