The biggest problem you will have is with the people who have never organized anything.

Make it easy for yourself. Tell them their attendance isn't required. They are welcome to organize their own.

Make the rules , the less the better because someone will try to push the envelope anyway and your last rule is Rules subject to change at Match Director Discretion
