They look to me to be what is called a replacement window. They are designed to simply slip into the current opening and screw in on both sides. Then as you say they just caulk all the edges and leave them like that. In doing so they do not have to replace any of the original framing around the window. Cheapest way out to repair broken windows and the lazy man's way. Does not surprise me that Home Depot does it that way. They should serve the purpose if installed properly.
