Dried up lube on bullets

I purchased 200 lead bullets 23 yrs ago when I purchased a new CVA inline. It has never been shot. Now the lube on the bullets have dried up and hard. How can I clean them so I can relube them?
 
Put them in a pan of water and slowly bring it up to almost boiling. Let cool and old lube should float to the top.
 
I had some bullets I lubed close to 20 years ago that when I looked at them this weekend noticed that lube was dried and easily removed it from some of them with my thumb nail, I'm thinking a stiff nylon brush may clean them up quickly.
 
A few times I’ve just re-lubed them and the hot new lube fills any void and may even moisten the old? I can’t tell much difference afterwards, they shot fine.
I use SPG
I hand dip, run an oversized cookie cutter over the bullet to cut off excess lube.
