True, however, they can also be and normally are loaded at the chamber. So they are not legal where the regulations say "CAN BE LOADED FROM THE MUZZLE ONLY"A cap and ball revolver can be loaded from the muzzle as long ad the chambers line up with the barrel.
All the states I've hunted in do not allow a C&B revolver for hunting.
Also, because of the cone/barrel/cylinder gap, you will lose some powder if you were to load from the muzzle.
In addition, a bore diameter ball would be an extremely loose fit in the cylinder. A revolver ball should have a couple thousandths shaved off when rammed into the cylinder, and it is still larger than the bore diameter/groove depth.
