Is a BP rifle without a primer considered unloaded by game wardens or must the powder charge & bullet be removed?
 
Different states have different laws. In mine if the primer is removed its considered unloaded according to the ranger i contacted.

No ignition in place - not loaded in Idaho

Same in Michigan, no ignition/not loaded. Although I did spend an hour in handcuffs on the side of the road trying to convince a intercity cop that that was the law. He was all bent out of shape about my Ruger Old Army .45. I finally got his supervisor to get the area DNR officer out of bed. Needless to say I didn't make to hunt on time.
