Do not really shake them... just roll the bottle over a few times in both directions - top and bottom and left and right. just like a gentle mixer might do..

I have Had the problem described.
I also have the Blackhorn 209 breech plug, and the tools to clean it ( the drill and torch tip cleaning rods)
What solved my problem is Making sure the pack is Tight, as others have stated.
It really needs to be packed down hard.
