Your not missing anything it is installed correctly .That is how it is installed in areas that are prone to flooding so trash dont stop it up like a flat drain .Yes it will stop up also but just not as easy

This is what out of staters think deer hunting in Iowa is like on public land. Thanks to the DNR.They tell em that to sell more tags.
