Is there a tool to insert the bare 209 primer into the face of the bolt.? I have the bare primer system.
 
Yes there is but you can probably make a better tool from a 6mm or 6.5mm box end wrench. Knight has the little plastic one on their website.

I cant remember if it was a 6mm or 6.5mm. Which ever one a 209 fits in snug. Then you grind a bit of metal off the outside of the boxed end until it fits in the bare primer bolt face.
 
I like that idea. Just saw the overpriced capers from knight. They only want 15.00 to ship. I called them said 3-5 days to return a call. I will see if they will send me one since it was missing.

I just made one out of a couple of strips of stiff leather. You could make then out of a Teflon/Plastic material.
