Is it OK to use BH 209 powder (w/290 grain Hornady FTX's) in a 1st generation Pro Hunter? If so, what is your recommended starting load? By weight.

Yes, I don’t see why not. (Unless there’s an issue with an old-style plug that isn’t great with BH209.) I haven’t shot Bore Drivers but my TCs usually like about 110 grV with 300ish gr bullets. That would be about 82 grW (depending on the lot of BH209.) So I’d probably start around 70 grW.
 
As long as the Breech Plug has the Old Hex Head like the TC Omega. You might want to do some Cold Weather Testing, Not Sure how Tight that Hornady Bore Driver Seals in your Encore Barrel. ElDiablo is Correct 110 Gr by Volume should be the Ticket with Fed 209A or CCI 209M Primers.
